Program Description

The Counselor / Community Health Worker Apprenticeship is a DAS- and DOL-registered hybrid apprenticeship program that prepares trainees for Medi-Cal Community Health Worker certification. The program delivers 400 hours of Related Supplemental Instruction (RSI) covering all 11 core competency areas required under the California Medi-Cal CHW benefit (SPA 22-0001 / SPA 24-0052), plus 2,000 hours of supervised on-the-job training at CDPH-licensed primary care clinics and school-based health centers serving K-12 students in Los Angeles County.

Upon completion, trainees receive a Certificate of Completion attesting to demonstrated skills and practical training in: communication, interpersonal and relationship building, service coordination and navigation, capacity building, advocacy, education and facilitation, individual and community assessment, professional skills and conduct, outreach, evaluation and research, and basic knowledge in public health principles and social determinants of health.

Program Costs Per Trainee

Costs reflect HCIS’s expenditure to deliver the apprenticeship training per trainee, calculated using a staff time allocation methodology based on instructor and supervisor compensation, direct materials, and program overhead.

TUITION AND REQUIRED PROGRAM FEES

Related Supplemental Instruction (RSI) $4,200

A total of 400 hours of classroom, distance learning, simulation, and field-based instruction delivered by Learn HCIS instructors and approved behavioural health and public health partners. Covers all 11 SPA-required CHW core competency areas.

Clinical Training Supervision & Competency Assessment $1,500

Training-specific supervision during 2,000 hours of OJT under a 1:1 apprentice-to-supervisor ratio with licensed clinicians. Includes structured competency evaluations, portfolio assessment, clinical skills observation, and formal feedback sessions.

Program Administration, Compliance & Certificate Issuance $1,100

DAS apprenticeship enrollment and registration, apprentice tracking and compliance reporting, competency record maintenance, continuing education tracking, and Certificate of Completion issuance and verification.

Subtotal — Tuition and Required Program Fees 6,800.

TEXTBOOKS AND SUPPLIES REQUIRED FOR THE PROGRAM

Training Manuals & Curriculum Materials $750

CHW core competency curriculum materials, behavioral health screening administration manuals (PHQ-9, GAD-7, ACEs), CalAIM/Medi-Cal navigation reference guides, trauma-informed care training workbooks, and SDOH assessment materials.

Clinical Training Supplies $500

Health screening supplies and equipment for supervised training, personal protective equipment (PPE) for clinical site rotations, and simulation materials for crisis response training.

Technology & Learning Platform Access $450

Per-trainee access to learning management system (LMS) for RSI coursework, Electronic Health Record (EHR) training environment, and digital clinical resource library for the 12–18 month program duration.

Subtotal — Textbooks and Supplies $1,700

TOTAL PROGRAM COST PER TRAINEE $8,500

Financial Assistance Available

Trainees may be eligible for up to $8,500 in training cost support through the HCAI Medi-Cal Behavioral Health Community-Based Provider Training Program (MBH-CBPTP). Cost Methodology

Program costs are calculated using a staff time allocation methodology consistent with federal cost allocation principles (2 CFR Part 200 Subpart E). Costs reflect the training provider’s direct expenditure to deliver the apprenticeship, not a tuition price charged to the trainee. Apprentices are paid employees of HCIS during training; wages are the employer’s responsibility and are not included in program costs.

  •   RSI Instructional Costs: Instructor compensation allocated across cohort based on hours spent on instruction per trainee.
  •   Clinical Supervision Costs: Training-specific supervisor hours per trainee, distinct from routine clinical oversight, including competency evaluations and structured feedback.
  •   Materials & Supplies: Actual purchase costs for required training materials issued to each trainee.
  •   Program Administration: Administrative staff time allocated to apprenticeship functions as a proportion of total effort.

HCIS’s per-trainee cost reflects the substantially greater training intensity of a registered apprenticeship (2,400 total hours including 2,000 hours of supervised clinical training) compared to standard CHW certificate programs.

  •   Training sites include 62+ K-12 school-based health centers across Los Angeles County SPA 6, serving predominantly Medi-Cal-eligible populations.
